Rehabilitation Programs
- Income Property:
The City has funds available for the rehabilitation of one to seven unit income properties in the area of the City referred to as the East End Neighborhood. Assistance is in the form of a 50% deferred payment loan and a 0% direct loan. Other requirements apply, including but not limited to, 51% of the housing units must be tenanted by households considered to be low-to-moderate in income; the owner must be current on all City taxes and charges; and the owner must sign an agreement to keep rents affordable for a specified time period. The types of eligible work include windows, doors, roofs, carpentry, furnaces, siding, painting, plumbing, abatement of lead based paint, electric, etc.

- Owner Occupied Rehabilitation
The City has funds available for the rehabilitation of owner-occupied housing in two areas of the City: (1) an area referred to as the South End Neighborhood and (2) an area referred to as the East End Neighborhood. Assistance is offered to eligible low-to-moderate income homeowners in either target area. Assistance is in the form of a 100% deferred payment loan. There is no monthly payment for the deferred payment loan and it will be forgiven if the participant lives in the home for five years after the completion of the rehabilitation work. The types of eligible work include windows, doors, roofs, carpentry, furnaces, siding, painting, plumbing, abatement of lead based paint, electric, etc.
