Crown Neighborhood Award Program: 
City Department Services & Responsibilities

Community Development

The following is a listing of services that the Office of Community Development can provide for the Crown Neighborhood Award Program:

  1. Sidewalk Replacement Program
     
  2. Tree Planting Program
     
  3. Provide paint to paint blighted structures

The Department of Public Safety

The following is a listing of services that the Department of Public Safety can provide for the Crown Neighborhood Award Program:

  1. City Street Tree Maintenance – A street tree is a City tree that is located on a City right of way in the front and sometimes side (if the tree is along a street), of a property.

    1. Removing trees – trees that are dead, trees that pose a hazard due to structural decay.
    2. Stumps – the City will assign this work to its subcontractor.
    3. New Street Trees – to be provided through City contractor.

  2. Maintenance of signs, pavement markings, traffic lights.

The Department of Public Works

The following is a listing of services that the Department of Public Works can provide for the Crown Neighborhood Award Program:

  1. Fill in potholes.
     
  2. Street clean-ups.
     
  3. Sewer and catch basin cleaning
     
  4. Lighting of public landmarks.
     

Code Enforcement

The following is a listing of the areas of service that Code can provide. Please keep in mind that properties, which may be in violation of the City of Cortland and/or NYS Uniform Code, should be reported to Code Enforcement in a timely manner and not saved up for Crown Neighborhood Award Program. This is especially true if they pose a danger to the community in any way.

Code Enforcement will investigate code violation issue such as:

  1. Unsafe and/or unfit housing.
  2. Vacant building maintenance.
  3. Enforce waste/rubbish related ordinances.
  4. Ensure that all dwellings meet the fire safety standards.
  5. Enforce City waste related ordinances.

The Code Office is also responsible for:

  1. Complaint resolution, junk cars, front yard parking.
     
  2. Building permits, new construction, remodeling.
     
  3. Zoning related issues.
     
  4. Signage for a business or establishment.
     
  5. Assure that all multiple dwellings meet the standards of the Multiple Residence Law.

Cortland City Police Department

  1. Neighborhood Watch Programs
     
  2. Proactive and concentrated efforts in the enforcement of all NYS Laws and the City of Cortland Code of Ordinances.
     
  3. Residential Safety inspections throughout neighborhoods, to ensure home security and awareness.
     
  4. Ensure adequate street signing to include no parking signs, time restricted parking areas, and handicapped parking zones.
     
  5. Active enforcement to prevent graffiti and the intentional defacing of personal/city property.
     
  6. Public Relations Programs/Public Speaking Appearances
     
    1. Crime prevention
    2. Home Security
    3. Exterior lighting benefits
       
  7. Conducting periodic vacant house checks for those residents on vacation and leave an unoccupied residence behind.
     
  8. Specialized patrols in areas needing police presence (i.e. noise related problems, frequent litter, and animal related issues).

The City of Cortland Fire Department

The following is a listing of services that the Fire Department can provide for the Crown Neighborhood Award Program:

  1. Routine chimney inspections.
     
  2. Safety inspections for homes and business
     
  3. Fire extinguisher training.
     
  4. Public Relations, safety talks, tot stickers, “Whale Program” in conjunction with the Hospital Aid and Kiwanis Club.
