Cortland County Community Action Program, Inc. (CAPCO) is the community action agency serving all of Cortland County. Our mission is to provide programs and resources that promote self-reliance and dignity. We care about the entire community, and we are dedicated to helping people help themselves and each other.

Weatherization's goal is to make homes more energy efficient, help reduce energy costs, and make the home a healthy and safe place to live.

Head Start is a comprehensive, child development preschool program which assists age and income eligible children and their families. Head Start operates two program options, center based and home based. Further services available to the children and their families include health, disabilities, and family services.

WIC (Women, Infants and Children) provides healthy foods, nutrition counseling and referrals in order to ensure the best possible health, growth and development of low-income women, infants, and children.

Consumer Directed Personal Assistant Program (CDPAP) allows Medicaid eligible individuals with a disability the opportunity to live in the community as independently as possible, free of the constraints that would otherwise be imposed upon them by a more formal health care environment.
