City of Cortland Emergency Heating Program

The City of Cortland recently announced that it has earmarked Community Development funds to assist “income eligible” individuals/households with emergency heating costs this winter (see income chart below for income criteria).

All individuals/households must first apply for benefits under the Cortland County HEAP Program. The HEAP Program is administered by the Cortland County Department of Social Services. If the HEAP benefits are exhausted and the person/household cannot comply with a payment agreement with the utility company, or if the person/household is denied HEAP benefits, they may apply for City benefits.

The City Program is being administered by Catholic Charities of Cortland County. Program guidelines outlining eligibility criteria can be requested by contacting Catholic Charities at 756-5992, or the City’s Community Development Consultants, Thoma Development, at 753-1433.
